India’s Petrochemical Revolution: PM Modi Unveils BPCL’s Rs. 49,000 Crore Mega Project

PM to inaugurate Bina Refinery of Bharat Petrolieum

New Delhi, September 12, 2023: In a momentous development set to reshape India’s industrial landscape, Prime Minister Shri Narendra Modi is slated to lay the foundation stone for the Petrochemical Complex at Bharat Petroleum Corporation Limited’s (BPCL) Bina Refinery in Bina, Madhya Pradesh, on September 14th, 2023.

This monumental project, with an estimated value of Rs. 49,000 Crore, represents a strategic investment in India’s burgeoning petrochemical sector and dovetails seamlessly with the ‘Atmanirbhar Bharat Mission.’ The initiative is aimed at plugging the gap in petrochemical product production, thereby leading to substantial annual Forex savings through import substitution.

The project is expected to span five years for completion and promises to make a significant contribution to employment and skill development in the region. During the construction phase alone, it is anticipated to generate around 15,000 employment opportunities. Additionally, with the proposed downstream Petrochemical Park and ancillary businesses, the project could create up to one lakh direct and indirect employment opportunities, ushering in a transformative socio-economic impact for the region.

At its core, this ambitious endeavor encompasses the construction of a 1.2 MMTPA Ethylene Cracker Complex, along with downstream ethylene and propylene-based petrochemical plants. It also entails a substantial expansion of BPCL’s Bina Refinery capacity, increasing it from 7.8 MMTPA to 11 MMTPA. Crucially, the Ethylene Cracker Complex will be seamlessly integrated with Bina Refinery to optimize the use of captive feedstock, including Naphtha, LPG, Kerosene, and more, further enhancing operational efficiency and sustainability.

The Petrochemical Complex is poised to produce approximately 2.2 MMTPA of petrochemicals across various grades. This strategic positioning is geared towards the production of essential polymer products such as Linear Low-Density Polyethylene (LLDPE), High-Density Polyethylene (HDPE), and Polypropylene (PP). Beyond polymers, the project will yield vital aromatics like Benzene, Toluene, and Mixed Xylene, bolstering its contribution to downstream industries.

The petrochemical products from this project will find application in a wide array of end-use industries including films, food packaging, automobile parts, medical equipment, bubbles & stretch wraps, housewares, raffia bags, woven fabrics, water tanks, storage containers, crates, pipes for water & gas, toys, furniture, drip irrigation tubing, as well as in paint, pharmaceutical, and chemical sectors.

The successful execution of this monumental project is poised to revolutionize industrial development in Madhya Pradesh and the Bundelkhand region. It is expected to attract substantial investments from downstream industries that rely on BPCL’s petrochemical products. This historic event underscores India’s commitment to self-reliance and sustainable industrial growth, firmly positioning the nation as a global leader in the petrochemical sector.
