Delhi Government to soon launch Winter Action Plan against pollution

NEW DELHI: Delhi Government is working on war footing to combat air pollution. A ray of hope in that prospect has come from the preparations of the Winter Action Plan for which several agencies are now accelerating progress. Today, Environment Minister Shri Gopal Rai held a joint meeting with all the 30 departments concerned at the Delhi Secretariat regarding the Winter Action Plan. Officials from Environment Department, DPCC, Development Department, Delhi Cantonment Board, CPWD, DDA, Delhi Traffic Police, Delhi Police, DTC, Revenue Department, DSIIDC, Education Department, DMRC, PWD, Transport Department, NHAI, Delhi Jal Board, DUSIB, NDMC etc. were present during the meeting. The Environment Minister said, “All the departments have been assigned different responsibilities on the prescribed 15 focus points, according to which the Winter Action Plan will be prepared. All the departments have been directed to submit their preliminary reports/suggestions to the Environment Department by September 7. Based on which the Environment Department has been directed to submit a detailed action plan to the government under the Winter Action Plan by September 15.”
Addressing all the journalists during the press conference held at the Delhi Secretariat after the meeting, Environment Minister Shri Gopal Rai said, “The Kejriwal Government has intensified its preparations to deal with the problem of pollution during the winter season. In the recent meeting with the high officials of Environment, DPCC, Development and Forest Department, mainly 15-point focus points were identified. Today we had a joint meeting with the officials of major agencies within Delhi to prepare an action plan based on those 15 focus points. The main objective of this meeting is to prepare a joint action plan against pollution inside Delhi. In the meeting today, we divided up the 15 focus points from the Winter Action Plan into particular assignments for the various departments. All departments must submit their initial reports to the Environment Department by September 7th, and if the Environment Department finds any errors in the reports filed, it must submit a corrected report by September 10th. Based on this, the government has instructed the Environment Department to submit a thorough action plan for the Winter Action Plan by September 15.”
He said, “Mainly 15-point focus points have been identified under the Winter Action Plan. On which the government will work prominently in the coming days and on the basis of this, the next winter action plan will be prepared. The 15 focus points and its nodal agency are as follows:
1. Stubble Burning: Development and Revenue Department has been made the nodal agency for the problem of pollution caused by stubble burning.
2. Dust Pollution: PWD, MCD, DCB, NDMC, DDA, CPWD, I&FC, DSIIDC, Delhi Jal Board, Delhi Metro and Revenue Department have been appointed as nodal agencies for dust pollution.
3. Vehicular Pollution: Delhi Traffic Police, Transport Department, DIMTS, DTC, Delhi Metro and GAD have been appointed as nodal agencies for vehicular pollution.
4. Open waste burning: MCD, NDMC, DCB, Development Department, I&FC, Delhi Fire Service, DDA and Revenue Department have been appointed as nodal agencies for open waste burning.
5. Industrial Pollution: MCD, Revenue, DSIIDC and DPCC have been appointed as nodal agencies for industrial pollution.
6. Green War Room and Green App: DPCC has been appointed as the nodal agency for further improvement of Green War Room and Green App.
7. Hot-spot: MCD, DPCC, Delhi Traffic Police, DDA, DSIIDC have been appointed as nodal agencies for monitoring the hot spots.
8. Real time apportionment study: It is working in collaboration with IIT Kanpur. So that real time pollution related causes can be known. DPCC has been appointed as the nodal agency.
9. Smog Tower: DPCC has been appointed as the nodal agency for the smog tower, the first report of which will be issued by the department from September 15.
10. E-Waste Eco Park – India’s first E-Waste Eco Park is being built on Zero Waste Policy. Its nodal agency is Environment Department, DSIIDC and MCD.
11. Increasing Green Areas / Plantation – With emphasis on increasing green cover in Delhi, Forest Department has been appointed as the nodal agency.
12. Urban Farming: Environment Department has been made the nodal agency for urban farming.
13. Promoting eco club activity / public participation: Environment Department has been appointed as the nodal agency for promotion of eco club activity / public participation.
14. Crackers: Environment Department and Delhi Police have also been appointed as nodal agencies for crackers.
15. Dialogue with Central Government and Neighboring States – It has been seen in Delhi that the factors of the surrounding state also play a major role in increasing pollution, that is why dialogue will be established with the central government and neighboring states, so that there is a need to control pollution. To prepare a joint action plan.
The Environment Minister said “This winter action plan will play an important role in Delhi’s environmental improvement and pollution control.”
